Int-serv suggested a fundamental change to the current design of the internet, by proposing the maintenance of per-flow state in the routers. This obviously was not scalable in the Internet where the number of entries in the routing table in the core routers is around 46000. It also suggested an explicit out-of-band signaling protocol for the reservation of resources [RSVP].
